It also offers emergency and transitional housing for youth at risk of homelessness in neighborhoods across the city.<\/p>\n<p>However, because the center operates in the region with the highest cost of living in the country, the charity was spending $2.1 million per year on rent, says Alexander Roque, its president and executive director.<\/p>\n<p>He and his development team knew that if the nonprofit owned its properties, it could instead plow a lot of that money into programs. However, they also knew that raising money to buy real estate would require planning and executing a multiyear capital campaign, a time-consuming effort, during a period when demand for services was increasing.<\/p>\n<p>The charity developed a novel solution \u2014 and created a pathway to financial resilience. Here\u2019s what they did. <\/p>\n<h2 class=\"cms-Styles-h2\">Strategic reserve funds mobilize money.<\/h2>\n<\/p>\n<p>Roque went to the <!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200c0000\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200c0000\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"http:\/\/www.tikkunolamfoundation.org\/\" target=\"_blank\"><u>Tikkun Olam Foundation,<\/u><\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> which had supported the center\u2019s operations and HIV programs for more than a decade. \u201cWe approached them and said, \u2018We have a unique ask: We\u2019re not asking for the money, we\u2019re asking for a long-term, low-interest loan that would allow us to advance our efforts and become more sustainable through this process,\u2019\u201d he says.<\/p>\n<p><!--BrightspotCmsObjectBegin {\"id\":\"00000199-e3cb-dcdf-ad9b-ffeb2d5d0000\",\"typeLabel\":\"Module\"}--><\/p>\n<div class=\"Enhancement\" data-align-center=\"\">\n<div class=\"Enhancement-item\"><!--BrightspotCmsObjectBegin {\"id\":\"00000199-e3cb-dcdf-ad9b-ffeb2d5d0000\",\"typeLabel\":\"Module\"}--><br \/>\n<!--BrightspotCmsObjectBegin {\"id\":\"00000199-e3cb-dcdf-ad9b-ffeb2d710001\",\"typeLabel\":\"Pull Quote\"}--><\/p>\n<div class=\"Quote\">\n<blockquote><p>We have a unique ask: We&#8217;re not asking for the money, we&#8217;re asking for a long-term, low-interest loan that would allow us to advance our efforts and become more sustainable.<\/p><\/blockquote>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd-->\n<\/div>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><\/p>\n<p>That sparked the creation of a strategic reserve fund, seeded by the Tikkun Olam Foundation and administered by <!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200c0001\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200c0001\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/fjc.org\/\" target=\"_blank\"><u>FJC: A Foundation of Philanthropic Funds<\/u><\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--><u>.<\/u> FJC gives traditional grants but also works with donors to help charities resolve funding gaps through loans and other creative financial solutions.<\/p>\n<p>Finalized earlier this year, the strategic reserve fund enabled the Ali Forney Center to purchase property using a <!--BrightspotCmsObjectBegin {\"id\":\"00000199-c4fe-d02d-a1fb-ecfe8e1f0000\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-c4fe-d02d-a1fb-ecfe8e1f0000\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/fjc.org\/wp-content\/uploads\/2025\/07\/FJC-Case-Study-Ali-Forney-Center.pdf\" target=\"_blank\">$1 million line of credit<\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> at a 3 percent interest rate over five years \u2014 well below the 7.5 percent industry rate at that time \u2014 and also create an emergency reserve to support operations and programs in the event of unforeseen problems.<\/p>\n<p>These arrangements also mitigate risk for the funder. To provide the capital for the emergency reserve and the loan to the Ali Forney Center, the Tikkun Olam Foundation opened a donor-advised fund at FJC, says Sam Marks, CEO of FJC. When the loan plus interest are repaid, those funds replenish the DAF. Once repaid to the strategic reserve fund, that money can be used again, with the donor\u2019s agreement, to support the charity\u2019s other goals for diversifying its income, says Roque.<\/p>\n<p>\u201cIn a time when there\u2019s so much uncertainty in funding for myriad reasons, having an innovative approach to advancing investment and revenue-generating opportunities that is low-risk for the funder \u2014 and low-risk for the organization \u2014 is key.\u201d<\/p>\n<h2 class=\"cms-Styles-h2\">Borrowing from these funds can bridge funding gaps.<\/h2>\n<\/p>\n<p>Strategic reserve funds often serve as bridge loans \u2014 for example, an affordable-housing organization that needs pre-development capital before it receives a construction loan, or a legal-assistance group that needs to pay lawyers to prepare for a long civil lawsuit, could benefit from such a fund, says Marks.<\/p>\n<p><!--BrightspotCmsObjectBegin {\"id\":\"00000199-e3cf-df2e-a39d-e7cf4e530000\",\"typeLabel\":\"Module\"}--><\/p>\n<div class=\"Enhancement\" data-align-center=\"\">\n<div class=\"Enhancement-item\"><!--BrightspotCmsObjectBegin {\"id\":\"00000199-e3cf-df2e-a39d-e7cf4e530000\",\"typeLabel\":\"Module\"}--><br \/>\n<!--BrightspotCmsObjectBegin {\"id\":\"00000199-e3cf-df2e-a39d-e7cf4e650016\",\"typeLabel\":\"Pull Quote\"}--><\/p>\n<div class=\"Quote\">\n<blockquote><p>It\u2019s not money to be spent, but is used to invest in ways that either return or recycle the capital multiple times or build capacity.<\/p><\/blockquote>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd-->\n<\/div>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><\/p>\n<p>Several years ago, FJC worked with an anonymous philanthropist <!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200d0000\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200d0000\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/cep.org\/blog\/stretching-dollars-without-straining-donors-the-case-for-revolving-funds\/\" target=\"_blank\"><u>to create one such fund<\/u><\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> for the <!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200d0001\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200d0001\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/www.selc.org\/\" target=\"_blank\"><u>Southern Environmental Law Center<\/u><\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> as it challenged Dominion Energy and Duke Energy in federal court over the planned Atlantic Coast Pipeline.<\/p>\n<p>\u201cWe had a donor who was a lawyer by profession and understood that there were certain expenses in mounting a lawsuit against big companies, that are recoverable when the nonprofit wins the case,\u201d says Marks. \u201cSo we created a strategic reserve fund for these kinds of reimbursable expenses.\u201d<\/p>\n<p>While fighting the $8 billion natural-gas pipeline, the legal group drew on the reserve fund to pay for expert testimony and other direct litigation expenses. After <!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200d0002\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd200d0002\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/www.selc.org\/news\/selcs-pipeline-team-reflects-on-the-path-to-victory\/\" target=\"_blank\"><u>emerging victorious<\/u><\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> and recovering fees from the energy companies, the Southern Environmental Law Center repaid the $270,000 it had borrowed, putting it back into the fund.<\/p>\n<p>The fund still exists today at FJC, and continues to support the law center\u2019s environmental-justice efforts; since its inception, it has supplied more than $2 million to the nonprofit, all of which has been paid back.<\/p>\n<h2 class=\"cms-Styles-h2\">Specialized funds appeal to entrepreneurial donors.<\/h2>\n<\/p>\n<p>FJC manages $430 million in 900 donor accounts, including strategic reserve funds, <!--BrightspotCmsObjectBegin {\"id\":\"00000199-c4f0-dc97-a79d-e7ff28ff0000\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-c4f0-dc97-a79d-e7ff28ff0000\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/fjc.org\/news\/fjc-launches-matching-fund-to-develop-hundreds-of-affordable-housing-units-in-new-york-city\/\" target=\"_blank\">revolving match funds,<\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> and other specialized types of giving vehicles.<\/p>\n<p><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd1ffc0002\",\"typeLabel\":\"Module\"}--><\/p>\n<div class=\"Enhancement\" data-align-center=\"\">\n<div class=\"Enhancement-item\"><!--BrightspotCmsObjectBegin {\"id\":\"00000199-fa9c-deac-a7df-fabd1ffc0002\",\"typeLabel\":\"Module\"}--><br \/>\n<!--BrightspotCmsObjectBegin {\"id\":\"00000171-beba-d66a-a177-bffb161f0000\",\"typeLabel\":\"DFP Ad\"}--><\/p>\n<div class=\"GoogleDfpAd-container\">\n<div class=\"GoogleDfpAd-label\">ADVERTISEMENT<\/div>\n<div class=\"GoogleDfpAd\" data-lazy-load=\"\" data-slot-adsizemap=\"[[[992, 0], [728, 90], [300, 250]], [[0, 0], [300, 250]]]\" data-slot-pagetype=\"article\" data-slot-sizes=\"[[728, 90], [300, 250]]\" data-slot-tile=\"2\" data-timed-refresh=\"true\" id=\"googleAdf21c4be9-b49d-4057-b82a-8af22c222df9\">\n<span class=\"GoogleDfpAd-placeholder\"><\/span>\n<\/div>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd-->\n<\/div>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><\/p>\n<p>Marks says he has noticed that strategic reserve funds appeal to a certain type of philanthropist: \u201cThey tend to be larger donors. They tend to be donors that have started companies or founded companies, or they think more like a CEO or a CFO. They tend to be donors that have started companies or founded companies, or they think more like a CEO or a CFO.<\/p><\/blockquote>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd-->\n<\/div>\n<\/div>\n<p><!--BrightspotCmsObjectEnd--><\/p>\n<p>Often they are trustees looking for creative ways to help the charities they govern, he adds. \u201cA lot of times board members are intimately familiar with the business dynamics of a nonprofit and the problems that keep management up at night.\u201d<\/p>\n<p>DAFs have the most flexibility for borrowing agreements, says Marks, so FJC guides interested donors in how to use DAFs for this purpose when it\u2019s the right solution. <\/p>\n<p>A <!--BrightspotCmsObjectBegin {\"id\":\"00000199-e2ea-d02d-a1fb-eaee37870000\",\"typeLabel\":\"Link\"}--><!--BrightspotCmsObjectBegin {\"id\":\"00000199-e2ea-d02d-a1fb-eaee37870000\",\"typeLabel\":\"Link\"}--><a class=\"Link\" href=\"https:\/\/fjc.org\/wp-content\/uploads\/2021\/08\/Getting-Started-Kit-Collective-Giving-Fund.pdf\" target=\"_blank\">collective giving account,<\/a><!--BrightspotCmsObjectEnd--><!--BrightspotCmsObjectEnd--> a variation of a DAF that combines money from many donors and distributes it to multiple grantees, is a similar solution. \u201cThis is what we get excited about \u2014 helping to facilitate these more creative uses of philanthropic capital,\u201d says Marks.<\/p>\n<h2 class=\"cms-Styles-h2\">These investments can help charities pursue new revenue streams.<\/h2>\n<\/p>\n<p>Many donors give traditional gifts in addition to these more complex infusions of cash, Marks says, but strategic reserve funding carries a different set of expectations.<\/p>\n<p>\u201cLegally, it\u2019s a grant,\u201d he explains. \u201cIt\u2019s not legally any different from any other grant, but it\u2019s an understanding among the donor, the organization, and its board that the function of those dollars is meant to be different. It\u2019s not money to be spent, but is used to invest in ways that either return or recycle the capital multiple times or build capacity for additional earned income and growth in the future.\u201d<\/p>\n<p>At the Ali Forney Center, the second purpose of the strategic reserve fund \u2014 and the one Roque says is even more important than real-estate acquisition \u2014 is to help the charity become even more financially resilient. His group will use the fund to develop the infrastructure to bill insurance companies for the services it offers that are covered by health plans, opening up a new source of revenue.<\/p>\n<p>\u201cWe\u2019re a homeless shelter. We\u2019re not gonna charge our recipients for our services. That\u2019s not how it works,\u201d he says, but there are other methods to collect from its programs. \u201cWe\u2019re a medical clinic; we\u2019re a school; we\u2019re a career- and education-readiness program; we\u2019re a housing program; we\u2019re a mental-health program. Compared to a capital campaign, where it\u2019s very specific \u2014 largely for a building and in some cases to a business function. This is more diverse.\u201d<\/p>\n<p>At the same time, the arrangement offers donors the opportunity to lend money with charitable incentives. \u201cThey get the DAF tax benefits, they get foundation tax benefits,\u201d Roque says, \u201cand they get their money back [for future charitable purposes] while having a more substantial impact on our work.\u201d<\/p>\n<\/div>\n<\/div>\n<p><!--BrightspotCmsObjectEnd-->\n<\/div>\n<\/div>\n<div class=\"ArticlePage-questionsConcerns\">\n<span><i>We welcome your thoughts and questions about this article.
