{"id":4402231433341,"date":"2025-12-16T10:44:34","date_gmt":"2025-12-16T15:44:34","guid":{"rendered":"https:\/\/www.philanthropy.com\/?p=4402231433341"},"modified":"2025-12-16T11:09:58","modified_gmt":"2025-12-16T16:09:58","slug":"more-daf-gifts-are-going-to-politically-active-charities","status":"publish","type":"post","link":"https:\/\/www.philanthropy.com\/news\/more-daf-gifts-are-going-to-politically-active-charities\/","title":{"rendered":"More DAF Gifts Are Going to Politically Active Charities"},"content":{"rendered":"\n<p>Two of the biggest changes are the <a href=\"https:\/\/theconversation.com\/donor-advised-funds-us-regulators-are-scrambling-to-catch-up-with-the-boom-in-these-charitable-giving-accounts-225344\">swift growth of donor-advised funds<\/a> and the <a href=\"https:\/\/www.philanthropy.com\/article\/a-new-lawsuit-could-erase-the-red-line-between-politics-and-charity\">increasingly blurred lines<\/a> between <a href=\"https:\/\/theconversation.com\/trumps-vow-to-destroy-johnson-amendment-could-wreak-havoc-on-charitable-world-72561\">charity and politics<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/theconversation.com\/donor-advised-funds-charities-with-benefits-74516\">Donor-advised funds<\/a>, or DAFs, are charitable investment accounts. After donors put money or other financial assets into these accounts, the assets are technically no longer theirs. But they do get a say in how those funds are invested, as well as when and which charities should get some of the money. Americans <a href=\"https:\/\/www.dafresearchcollaborative.org\/annual-daf-report\/2025\">gave nearly US$90 billion<\/a> to DAFs in 2024 \u2013 up from the <a href=\"https:\/\/www.nptrust.org\/philanthropic-resources\/philanthropist\/npt-releases-2015-donor-advised-fund-report\/\">$20 billion<\/a> DAFs took in a decade earlier.<\/p>\n\n\n\n<p>One distinguishing feature about DAF donors is that when they dispatch money from their charitable accounts, they fund politically engaged charities at higher rates than people who give directly to charity.<\/p>\n\n\n\n<p>That\u2019s what <a href=\"https:\/\/scholar.google.com\/citations?user=CZNgsUsAAAAJ&amp;hl=en\">we, two<\/a> <a href=\"https:\/\/scholar.google.com\/citations?user=Rap6TboAAAAJ\">scholars<\/a> who research the flow of money between donors and nonprofits, found when we conducted a study examining the links between donor-advised funds and donations to charities that are politically active. Our results <a href=\"https:\/\/doi.org\/10.1515\/npf-2024-0028\">will be published in a forthcoming<\/a> issue of Nonprofit Policy Forum, a peer-reviewed academic journal.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-resembling-family-foundations\">Resembling Family Foundations<\/h2>\n\n\n\n<p>As charitable investment accounts, donor-advised funds straddle a middle ground between family foundations and organizations doing direct charitable work.<\/p>\n\n\n\n<p>Like foundations, DAFs give donors a sense of long-term control over funds they\u2019ve designated for charitable spending in the future. But because DAFs are accounts held within certified public charities, often those affiliated with financial institutions like Fidelity and Vanguard, they offer added tax benefits and simplicity.<\/p>\n\n\n\n<p>DAFs let donors take <a href=\"https:\/\/www.nptrust.org\/what-is-a-donor-advised-fund\/daf-tax-consideration\/\">charitable tax deductions<\/a> immediately, and then decide later how much of that money to give to which charity \u2013 and when \u2013 by telling the account managers what to do.<\/p>\n\n\n\n<p>Timing gifts this way can increase the <a href=\"https:\/\/www.kiplinger.com\/personal-finance\/charity\/tax-smart-donor-advised-fund-daf-strategies-for-financial-advisers\">tax advantages tied to charitable giving<\/a> through tax deductions. And DAFs help donors do this without the <a href=\"https:\/\/www.craincurrency.com\/philanthropy\/family-office-philanthropy-how-decide-between-daf-and-private-foundation\">expenses, staffing and complexity<\/a> of running their own foundations.<\/p>\n\n\n\n<p>These advantages \u2013 <a href=\"https:\/\/www.investmentnews.com\/ria-news\/janney-aims-for-slice-of-estimated-52b-daf-market-with-new-charitable-fund\/257696\">coupled with persuasive marketing campaigns<\/a> \u2013 have helped spur a DAF boom. Donor-advised funds <a href=\"https:\/\/www.dafresearchcollaborative.org\/annual-daf-report\/2025\">held $326 billion in 2024<\/a>.<\/p>\n\n\n\n<p>A proponent of donor-advised funds explains how they work and why many donors like to use them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-more-politically-engaged-charitable-activity\">More Politically Engaged Charitable Activity<\/h2>\n\n\n\n<p>We consider charities \u201cpolitically engaged\u201d if they <a href=\"https:\/\/theconversation.com\/nonprofits-may-engage-in-advocacy-and-limited-lobbying-but-few-do-so-new-research-210427\">either do lobbying<\/a> or have related organizations that participate in <a href=\"https:\/\/www.opensecrets.org\/outside-spending\/faq\">political campaigning<\/a>. These groups span the political spectrum: For example, they include both the <a href=\"https:\/\/theconversation.com\/is-the-nra-an-educational-organization-a-lobby-group-a-nonprofit-a-media-outlet-yes-92806\">National Rifle Association<\/a> and the <a href=\"https:\/\/www.edf.org\/\">Environmental Defense Fund<\/a>.<\/p>\n\n\n\n<p>We gathered data from the nearly 250,000 <a href=\"https:\/\/www.irs.gov\/charities-non-profits\/charitable-organizations\/exemption-requirements-501c3-organizations\">charities in the U.S.<\/a> that <a href=\"https:\/\/theconversation.com\/whats-a-990-form-a-charity-accounting-expert-explains-175019\">filed a 990 form<\/a> with the Internal Revenue Service from 2020 to 2022. The country\u2019s largest charities <a href=\"https:\/\/www.irs.gov\/charities-non-profits\/form-990-series-which-forms-do-exempt-organizations-file-filing-phase-in\">must file these informational forms annually<\/a> and make them available to the public.<\/p>\n\n\n\n<p>When we crunched the numbers, we discovered that nearly 6% of payments from DAF accounts go to politically engaged charities. In comparison, other funding sources paid out only 3.6% to politically engaged charities.<\/p>\n\n\n\n<p>This means a funding rate from DAFs is <a href=\"https:\/\/www.degruyterbrill.com\/document\/doi\/10.1515\/npf-2024-0028\/html\">1.7 times<\/a> the benchmark level. When it comes to fringe <a href=\"https:\/\/www.splcenter.org\/hate-map\">hate and antigovernment charities<\/a>, overall funding levels are low, but the DAF difference is more pronounced \u2013 DAF donors fund these groups at a rate 3.5 times that of other donors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-giving-donors-more-privacy\">Giving Donors More Privacy<\/h2>\n\n\n\n<p>One other advantage DAFs offer donors is that they provide more anonymity than if donors give to a cause directly.<\/p>\n\n\n\n<p>Under current disclosure rules, when donors give <a href=\"https:\/\/www.irs.gov\/instructions\/i990sb\/\">more than $5,000<\/a> to any charitable nonprofit \u2013 whether it\u2019s their local food bank or animal shelter or art museum \u2013 both the charity and the IRS have to know who they are. When donors give that much to private foundations, it <a href=\"https:\/\/www.irs.gov\/instructions\/i990pf\">becomes part of the public record<\/a> as well.<\/p>\n\n\n\n<p>But when donors give any amount, even if it\u2019s much more than $5,000, through their DAFs, even the charity that ultimately gets the money <a href=\"https:\/\/www.aefonline.org\/thought-leadership\/why-clients-decide-donate-publicly-or-anonymously\/\">may not know the donor\u2019s identity<\/a>.<\/p>\n\n\n\n<p>This <a href=\"https:\/\/apnews.com\/article\/silent-donor-tim-sanders-daf-privacy-9e499583181ed0c8b7d6685fbea31ecb\">anonymity may be one reason<\/a> donors more often <a href=\"https:\/\/www.forbes.com\/sites\/monicahunter-hart\/2025\/07\/04\/how-the-justin-baldoni-blake-lively-saga-led-a-billionaire-to-shut-down-his-foundation\/\">use DAFs<\/a> to give to organizations that engage in politics, either directly or indirectly.<\/p>\n\n\n\n<p>To be sure, charities are permitted to engage in <a href=\"https:\/\/www.councilofnonprofits.org\/running-nonprofit\/governance-leadership\/political-campaign-activities-risks-tax-exempt-status\">different types of political engagement to varying degrees<\/a>. In fact, U.S. charities have long been important <a href=\"https:\/\/www.detroitphilanthropy.com\/communityblog\/charitable-nonprofits-and-a-history-rooted-in-advocacy\">public policy advocates<\/a>. And it is also understandable that donors might want to be anonymous. Yet the use of DAFs to provide gifts to fringe groups suggests this lack of transparency is not always a good thing.<\/p>\n\n\n\n<p>The rules around donor disclosure were <a href=\"https:\/\/histphil.org\/2020\/01\/22\/the-private-foundation-rules-at-fifty-how-did-we-get-there\/\">originally set up<\/a> to prevent private interests from abusing the system.<\/p>\n\n\n\n<p>This is the reason that foundations \u2013 like those set up by tech billionaire <a href=\"https:\/\/www.insidephilanthropy.com\/home\/elon-musk-may-not-be-your-typical-billionaire-but-his-giving-exhibits-familiar-trends\">Elon Musk<\/a> or Google co-founder <a href=\"https:\/\/philanthropynewsdigest.org\/news\/larry-page-s-6.7-billion-foundation-directs-almost-all-grants-to-dafs\">Larry Page<\/a> \u2013 must <a href=\"https:\/\/www.irs.gov\/charities-non-profits\/public-disclosure-and-availability-of-exempt-organizations-returns-and-applications-contributors-identities-not-subject-to-disclosure\">publicly disclose<\/a> both their major donors and their grant recipients.<\/p>\n\n\n\n<p>But when <a href=\"https:\/\/www.nytimes.com\/2025\/12\/02\/us\/politics\/elon-musk-foundation.html\">these foundations make grants<\/a> to donor-advised funds, the <a href=\"https:\/\/www.philanthropyroundtable.org\/resource\/when-private-foundations-give-through-dafs-exploring-the-how-and-why-of-this-practice\/\">digital trail becomes a dead end<\/a>. The public has no way to know which charities the foundations are ultimately funding with their grants after the money enters a DAF\u2019s coffers.<\/p>\n\n\n\n<p>Consistent with this arrangement, <a href=\"https:\/\/inequality.org\/article\/donor-advised-funds-political-engagement\/\">we found that the DAFs that get more grants<\/a> from foundations tend to fund politically active organizations at higher rates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-changing-the-charity-landscape\">Changing the Charity Landscape<\/h2>\n\n\n\n<p>As <a href=\"https:\/\/www.bgca.org\/news-stories\/2024\/October\/why-donor-advised-funds-are-the-future-of-charitable-giving\/\">DAFs continue to expand<\/a>, further research can help cast light on what effect they will ultimately have. Though <a href=\"https:\/\/doi.org\/10.1177\/0899764019856118\">much research<\/a> and many <a href=\"https:\/\/cof.org\/content\/summary-accelerating-charitable-efforts-act-ace-act\">proposed new rules<\/a> have focused on whether Americans need to move the money in their DAFs out to charities more quickly, we\u2019re focused on where that money goes.<\/p>\n\n\n\n<p>In examining tax filings, we <a href=\"https:\/\/dx.doi.org\/10.2139\/ssrn.4683236\">have also learned<\/a> that some charitable sectors get more money from DAFs than others.<\/p>\n\n\n\n<p>For example, social service nonprofits, which include homeless shelters and food banks, get 25% of all giving, but only 20% of DAF giving. This may seem like a small difference, but it can actually represent seismic shifts in where charitable dollars go.<\/p>\n\n\n\n<p>And <a href=\"https:\/\/dx.doi.org\/10.2139\/ssrn.5401950\">we\u2019re now examining<\/a> whether the size of a charity\u2019s DAF program can influence that organization\u2019s behavior.
