{"id":4402231441924,"date":"2026-03-11T07:00:00","date_gmt":"2026-03-11T11:00:00","guid":{"rendered":"https:\/\/www.philanthropy.com\/?p=4402231441924"},"modified":"2026-03-10T17:01:10","modified_gmt":"2026-03-10T21:01:10","slug":"a-second-chance-to-get-rural-america-right","status":"publish","type":"post","link":"https:\/\/www.philanthropy.com\/opinion\/a-second-chance-to-get-rural-america-right\/","title":{"rendered":"A Second Chance to Get Rural America Right"},"content":{"rendered":"\n<p><em>Keep up with everything happening in<\/em>&nbsp;<a href=\"http:\/\/philanthropy.com\/thecommons\"><em>The Commons<\/em><\/a>&nbsp;<em>by<\/em>&nbsp;<a href=\"https:\/\/www.philanthropy.com\/newsletters\/\"><em>signing up for our monthly newsletter.<\/em><\/a><br><br>Grant makers have responded to the political rise of Donald Trump by <a href=\"https:\/\/democracyfund.org\/idea\/field-in-focus-the-state-of-pro-democracy-institutional-philanthropy\/\">investing heavily in democracy and civic life.<\/a> Since 2016, when Trump won his first election, funding has <a href=\"https:\/\/www.alliancemagazine.org\/blog\/us-philanthropy-promoting-democracy-sees-dramatic-rise-since-2016\/\">more than doubled<\/a> for campaigns and compacts that <a href=\"https:\/\/democracyfund.org\/idea\/announcing-a-new-fund-to-fight-misinformation\/\">combat misinformation<\/a>, <a href=\"https:\/\/newpluralists.org\">bridge divides<\/a>, and <a href=\"http:\/\/trustforciviclife.org\/\">connect Americans<\/a> in the face of <a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/surgeon-general-social-connection-advisory.pdf\">growing, almost desperate isolation<\/a>.&nbsp;<\/p>\n\n\n\n<p>Despite these efforts, <a href=\"https:\/\/www.pewresearch.org\/politics\/2025\/12\/04\/public-trust-in-government-1958-2025\/\">public trust <\/a>and <a href=\"https:\/\/monitor.civicus.org\/watchlist-july-2025\/usa\/\">civic strength<\/a> continue to sag. And it brushes aside the underexamined role that philanthropy and institutions played in creating the conditions for his ascent.<\/p>\n\n\n\n<p>Threats to democracy arose long before the New York billionaire descended his golden escalator and became a populist icon, and they won\u2019t evaporate when he leaves power.<\/p>\n\n\n\n<p>What to do?&nbsp;<\/p>\n\n\n\n<p>Any prescription for the next three years must take into account a little-noticed divide at the heart of America\u2019s discord. On one side of this deep-rooted schism are the \u201csomewheres\u201d \u2014&nbsp;those who feel a deep commitment to a region, neighborhood, or hillside, like my neighbors and family in rural Kentucky. On the other side are the \u201canywheres,\u201d those whose connections to place are tenuous, even flexible.<\/p>\n\n\n\n<p>Policymakers are often \u201canywheres,\u201d but so, too, are many foundation executives. Often <a href=\"https:\/\/www.philanthropy.com\/news\/whos-at-the-board-table\/\">products of elite colleges and denizens of big cities<\/a>, they can overlook the values and motivations of those who feel a deep commitment to a specific place. Substantial resources rarely flow to the strategies of \u201csomewheres,&#8221; especially those in the working class South. Instead, the \u201canywheres\u201d design an intervention, funding only work tailored to the untested strategies of their RFP.  Afterward, focus groups and case studies analyze the outcome, but the program architects seldom live with the long-term consequences of what they wrought. This cycle threatens the credibility of local leaders and leaves communities more cynical about promises of change.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-philanthropy-s-broken-promise\">Philanthropy\u2019s Broken Promise<\/h2>\n\n\n\n<p>Philanthropy had a chance to break this destructive pattern as the country emerged from the Great Recession. The 2008-9 economic crisis hollowed out America\u2019s middle class and sparked a massive transfer of wealth to the rich, but many philanthropies bailed on their rural commitments. Metro areas that were home to many philanthropy headquarters rebounded well from the downturn, while <a href=\"https:\/\/blogs.lse.ac.uk\/usappblog\/2023\/08\/21\/the-slow-public-sector-recovery-following-the-great-recession-has-meant-a-slow-recovery-for-rural-america\/\">small towns and cities in middle America struggled<\/a>.<\/p>\n\n\n    <div class=\"post-inline-ads manual-ad-block_5e8c7c55a40fc682dac4e3560f15d210\">\n        <!-- 728x90 Ad 0 -->\n        <div id=\"div-gpt-ad-728x90-0\">\n            <script>\n                googletag.cmd.push(function() { googletag.display('div-gpt-ad-728x90-0'); });\n            <\/script>\n        <\/div>\n    <\/div>\n\n    \n\n\n<p>In the spirit of President Obama\u2019s <a href=\"https:\/\/www.gilderlehrman.org\/history-resources\/essays\/more-perfect-union-barack-obama-and-politics-unity\">\u201cMore Perfect Union\u201d 2009 inaugural address<\/a> and its promise to close gaps for all Americans, his administration worked to include rural communities in its plans. Notably, <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/opa\/opa20110609\">it created the White House Rural Council<\/a>, led by Secretary of Agriculture Tom Vilsack, a former governor of Iowa.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"569\" src=\"https:\/\/www.philanthropy.com\/wp-content\/uploads\/2025\/10\/the-commons-shared-sidebar-promo-2.png\" alt=\"the-commons-shared-sidebar-promo.png\" class=\"wp-image-4402231135780\" srcset=\"https:\/\/www.philanthropy.com\/wp-content\/uploads\/2025\/10\/the-commons-shared-sidebar-promo-2.png 640w, https:\/\/www.philanthropy.com\/wp-content\/uploads\/2025\/10\/the-commons-shared-sidebar-promo-2-520x462.png 520w, https:\/\/www.philanthropy.com\/wp-content\/uploads\/2025\/10\/the-commons-shared-sidebar-promo-2-330x293.png 330w, https:\/\/www.philanthropy.com\/wp-content\/uploads\/2025\/10\/the-commons-shared-sidebar-promo-2-600x533.png 600w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/figure>\n<\/div>\n\n\n<p>In 2011, Vilsack brokered <a href=\"https:\/\/philanthropynewsdigest.org\/news\/council-on-foundations-usda-announce-partnership-for-rural-economic-opportunity\">an agreement<\/a> with the <a href=\"https:\/\/cof.org\/\">Council on Foundations<\/a> to incentivize rural grant making. He sounded an alarm on behalf of an increasingly frustrated constituency who, though deeply patriotic \u2014 and, dare I say, patient \u2014 was weary of disregard and condescension.\u00a0<\/p>\n\n\n\n<p>Philanthropy didn\u2019t live up to the agreement\u2019s promise. <a href=\"https:\/\/nonprofitquarterly.org\/agriculture-secretary-vilsack-calls-out-philanthropy-for-decreased-investment-in-rural-america\/\">Rural investment actually dropped<\/a> from 2011 to 2015 when Vilsack left the administration. While 20 percent of Americans lived in rural communities, foundations were committing less than 5 percent of grant dollars to rural people. The average investment in the American South itself was <a href=\"https:\/\/ncrp.org\/2018\/06\/southern-philanthropy-national-impact\/\">44 percent less<\/a> than in other regions.<\/p>\n\n\n\n<p>While some grant dollars were aimed at rural America, national intermediaries promising to \u201cscale connection\u201d and \u201cbridge partisanship\u201d absorbed much of it. Too often, they funded people from outside our communities while ignoring residents, who best know their problems and are best positioned to solve them.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, Donald Trump centered his early campaign in flyover regions. He showed up and acknowledged the frustrations of the American working class, and they\u2019ve been with him since.<\/p>\n\n\n\n<p>\u201cThe forgotten men and women of our country will be forgotten no longer,\u201d the president <a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/the-inaugural-address\/\">said at his first inauguration<\/a> in 2017. \u201cEveryone is listening to you now.&#8221;\u00a0<\/p>\n\n\n    <div class=\"post-inline-ads manual-ad-block_5e8c7c55a40fc682dac4e3560f15d210\">\n        <!-- 728x90 Ad 1 -->\n        <div id=\"div-gpt-ad-728x90-1\">\n            <script>\n                googletag.cmd.push(function() { googletag.display('div-gpt-ad-728x90-1'); });\n            <\/script>\n        <\/div>\n    <\/div>\n\n    \n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-opportunity-ahead\">The Opportunity Ahead<\/h2>\n\n\n\n<p>We missed the opportunity to listen to rural America in the 2010s, but we don\u2019t have to miss this one. Amid Washington\u2019s paralysis, the administration\u2019s <a href=\"https:\/\/apnorc.org\/projects\/fewer-want-the-u-s-to-take-an-active-role-in-global-affairs\/?doing_wp_cron=1768928360.0088529586791992187500\">unpopular<\/a> approaches to immigration and foreign affairs, and increasing questions about whether Trump will <a href=\"https:\/\/apnews.com\/article\/poll-trump-approval-economy-immigration-foreign-policy-0cf4ce30aa2bead033122b6d287e0c7f\">deliver for the working class<\/a>, the majority of American voters are frustrated with systems that fail to support them. People are ready for a better invitation, one that offers the chance not only to be heard but also to be part of the solution.&nbsp;<\/p>\n\n\n\n<p>Philanthropy is uniquely positioned to offer that invitation, but it must start with the acknowledgment that funders didn\u2019t keep their promises to rural people.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.aamchealthjustice.org\/news\/polling\/trust-trends\">Low trust in institutions<\/a> and <a href=\"https:\/\/ci.uky.edu\/irj\/rural-blog\/new-analysis-suggests-when-rural-areas-lack-access-civic-infrastruture-it\">indicators of civic health <\/a>are potholes that were shaped by uneven grant making in the years before Trump\u2019s first campaign. Conceding that philanthropy hasn\u2019t done right by rural Americans is the first step to repairing their trust, because it is <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0962629823000410\">directly linked<\/a> to the perception that institutional leaders don\u2019t care about or listen to people outside the cities.&nbsp;<\/p>\n\n\n\n<p>Rural funding still accounts for less than <a href=\"https:\/\/www.aspeninstitute.org\/publications\/funding-rural-futures-call-to-action\/\">7 percent <\/a>of all foundation giving. Philanthropy can begin to reverse the trust decline by making reparative investments. Consider doubling giving in the South, rural America, tribal areas, and other Indigenous&nbsp; communities, and look beyond the counties <a href=\"https:\/\/snfagora.github.io\/agora_dashboard\/map.html\">already rich in civic opportunity<\/a>.<\/p>\n\n\n\n<p>Investment should go to places where civic life is bubbling up organically, but not without a commitment to equitable distribution of resources and opportunities so that the same few areas don\u2019t always get support. When neighbors come together to solve a problem, fund them to take a next step and expand to work on other community issues. And please divest from what writer Sam Pressler has dubbed \u201cconnection grift\u201d \u2014 bridging <a href=\"https:\/\/connectivetissue.substack.com\/p\/connection-grift\">strategies<\/a> that aren\u2019t grounded in the state or region. Regional networks like ours at the <a href=\"http:\/\/www.kyrux.org\">Kentucky Rural-Urban Exchange<\/a> or those of <a href=\"https:\/\/100ruralwomen.org\">100 Rural Women<\/a> in Minnesota, the <a href=\"https:\/\/rop.org\/our-network\/\">Rural Organizing Project<\/a> in Oregon, or <a href=\"https:\/\/frontporchforum.com\/about-us\">Front Porch Forum<\/a> in Vermont are better suited to create multiracial, interclass solutions than distant organizers promising to scale connection.<\/p>\n\n\n\n<p>Perhaps most important, philanthropy must no longer treat middle America as its proving ground to test new ideas. The success of local democracy work hinges on this question: Does it aim to extract learning for the funders, or is it a genuine effort to support local communities? We have to invest in people&#8217;s capacity to solve problems by engaging them in the work.\u00a0<\/p>\n\n\n\n<p>The issues we are facing as a nation cannot be solved from a distance. Too many Americans have been left out of civic life, and the best way to signal that we are listening to the everyday people of this country is to invest in them.
